The XXXIII conference of the Kazan local branch of the United Russia party was held today at the Saidash cultural center. The conference was held by Ilsur Metshin, a member of the General Council of the United Russia party, Secretary of the Kazan branch of the party, and Mayor of the Tatarstan capital. The conference participants discussed the results of the work and nominated candidates for participation in elections to the Kazan City Duma on September 13, 2020.

Ilsur Metshin reported on the activities of deputies and city authorities. “Five years ago, we set 12 goals and priorities for ourselves. All of them are accomplished and surpassed. Kazan hosted the FIFA and FINA World Cups, Worldskills and other significant international events at the highest level. We made a huge breakthrough in construction, having built 4 million 124 thousand sq.m. of housing during this period. Kazan has become a leader among Russian cities in terms of the overhaul of housing”, - he emphasized.

Over the past five years, 39 kindergartens and 13 schools have been built, 85 kindergartens and 57 schools have been repaired. In 2018, Kazan entered the top five cleanest cities in the world. 98 parks and squares were renovated. Kazan has become a city of high-tech medicine and a healthy lifestyle.

Much attention was paid to supporting young Kazan citizens, their education and self-realization, and organizing quality leisure activities. Thanks to the initiative of Tatarstan President Rustam Minnikhanov, the city's cultural centers were renovated for the first time in their history. And in 2019, Kazan entered the top three cities claiming to be the 2023 European youth capital, and the top ten forward-looking cities in Russia according to Forbes.

The upcoming elections of the President of Tatarstan and deputies of the Kazan City Duma, which will be held on September 13 – are the beginning of a new stage in the development of the city, Ilsur Metshin noted. At the party conference, Rustam Minnikhanov was nominated as a candidate for the post of President of Tatarstan. “We have great plans for the future, and we associate them with the election of our President for a new term. All that we have managed to achieve over the years is the result of the work of a united team led by Rustam Minnikhanov. He personally pays attention to all city issues. All matters are being solved”, - the Mayor of Kazan emphasized.

“Our main capital is not taxes and fees, but people. And our priority should be a welfare of all people,” - I.Metshin addressed the party members.

“The heights that we have reached are the result of well-coordinated, united work of all Kazan citizens. And for the next 5 years, we set the next tasks that will allow us to bring our amazing Kazan to new frontiers and make it even more comfortable, safe, smart, and kind. This will allow it to become a city where you want to live, study, work and create, give birth and raise children, a city that you can be proud of. The Art Nouveau style mansion of the famous architect Karl Mufke at 28 Khadi Atlasi street is being overhauled in Kazan. The mayor of Kazan Ilsur Metshin inspected the progress of overhaul today.

The head of the city noted that systematic work is being done in Kazan to restore and preserve historical buildings and cultural heritage sites. “Unfortunately, there are not many works by Karl Mufke in Kazan – Ushkova’s House, the art school, and this mansion, where he lived in and worked. The house has its own mysteries, unusual architecture, - said Ilsur Metshin. - Unfortunately, it is surrounded by new buildings of the Soviet period, but we will try to bring back to life all elements that the great architect created”.

The house at 28 Khadi Atlasi street was built according to the architect's own design in 1896. Karl Mufke lived here with his family until 1912, then moved to Saratov. In 1931, the house was purchased by Kazan State Architectural Institution and for the accommodation of the teaching staff. Since 1960, the building has housed a kindergarten.

It hasn't been repaired in 60 years. Restoration work on the site began in June 2020. “This building is not easy to repair, first of all, because it has the status of a cultural heritage site. Repair works are carried out jointly with designers and restorers”,- Minnegaray Nasibullin, Director of the contractor company Remontstroyservice LLC, told to the Mayor of Kazan.

The building is unusual, made in the Art Nouveau style, combining Eastern and European elements.

During the renovation work, workers try to preserve the original appearance of the house, keeping unified style created by the outstanding architect. At the moment, the facility has already been dismantled emergency partitions, floor and roof.

Today, Prime Minister of the Russian Federation Mikhail Mishustin during his working visit to Tatarstan got acquainted with the construction of new clinical infectious diseases hospital named after A. F. Agafonov in Kazan.

Tatarstan President Rustam Minnikhanov and relevant ministers provided explanations during the inspection of the construction site. The inspection was also attended by Deputy Prime Minister of the Russian Federation Marat Khusnullin, Russian Minister of Health Mikhail Murashko, head of Russian Agency for Health and Consumer Rights Anna Popova, Plenipotentiary Representative of the Russian President in the Volga district Igor Komarov, Mayor of Kazan Ilsur Metshin and others.

The construction of new infectious diseases and laboratory sections of the infectious diseases hospital in Kazan has been underway since April due to the spread of coronavirus infection. The work is being carried out near the Republican infectious diseases clinics.

Mikhail Mishustin was informed that the infectious diseases building is designed for 232 beds with the capacity to accommodate up to 400-500 beds in case of serious infections, including 12 beds for intensive care.

M. Mishustin thanked everyone for their professional work. “The pandemic has shown our weak points, - he said. – Now, we are observing a fusion of technologies and optimization of work processes (including IT) that allow us to actually build such a facility in a hundred days. We already have many such experiences in our country”.

Prime Minister reminded that a decree of the Russian Government has already been signed today, which changes 30% of mandatory requirements in the construction sector into recommendatory, allowing to reduce administrative barriers in the construction industry. “These updated construction technologies give us completely different opportunities. This will reduce time and costs, ensure transparency of relations in construction”, - Tatarstan President’s Press Office quotes M.Mishustin.

For information, the new section of the hospital is planned to be equipped with a high-tech medical equipment.

The standard implementation period for such a project is 18 months. This project will be implemented in 100 days-thanks to measures to reduce administrative barriers in the construction industry.

During his two-day working visit, Prime Minister of Russia Mikhail Mishustin will visit Technopark named after A. S. Popov and exhibitions of the IT projects, and will hold a meeting with Tatarstan President Rustam Minnikhanov and State Counsellor of Tatarstan Mintimer Shaimiev.

On July 10, Mikhail Mishustin will visit the Alabuga special economic zone, where he will hold a meeting on the construction of the Europe-Western China highway.

The construction of problem venues of defrauded shareholders continues in Kazan. The progress of work in the houses of two residential complexes of the Fon company – Molodezhny and MCHS - was inspected by the first Deputy head of the Executive Committee Azat Nigmatzyanov today at the on-site meeting.

The meeting began at the construction site of the Molodezhny residential complex. Work here resumed in autumn 2018. Part of the work, at the expense of shareholders, in the 14-16-storey building was performed by the GK SC Stroy LLC, now the completion of the building is continued by the Ak Tash company – with the participation of the Republican Shareholders Support Fund, created in 2018. Financing of the completion of the house is carried out by providing the contractor – the Ak Tash company – a Republican plot of land.

Presently, 87 builders are working on the site, and the house with 190 apartments is in a high degree of readiness. The meeting participants discussed the terms of installation of pumping equipment, elevators, technical connection of the water meter unit and other issues.

For information, the Molodezhny residential complex consists of five apartment buildings, the construction of which started in the early 2010s and was suspended a few years later due to the bankruptcy of the developer.

The meeting continued on the construction site of the second house of the MCHS residential complex. The residential complex includes 5 apartment buildings, of which the first house for 527 apartments and the fifth house for 102 apartments have been put into operation.

The construction of the second house of the MCHS residential complex was started in 2012 and planned to be completed in 2016. Now the second house is supposed to put into operation by blocks, as the previous one.

Within the first stage, it is planned to put into operation the A block. The contractor of the site, Komosstroy company from Izhevsk, was allocated federal piece of land on Gubkin street.

Today, 76 workers are involved in the completion of the three-entrance A block. The work is on schedule. In particular, the main concrete works have been completed, brickwork is being carried out, the heating system is being installed, and others.

The construction of the remaining blocks is carried out by the Ak Tash company within the framework of an agreement signed in December 2019 with the Federal Fund for the protection of the rights of citizens participating in shared construction.

Also, under this agreement, a month ago, with the participation of Ak Tash, the construction of the third and fourth houses of the MCHS residential complex for 574 apartments each, which were in the lowest degree of readiness, resumed. At the moment, about 300 people work at three sites – the second, third and fourth apartment houses.

Besides, according to the program of the Federal Fund, work resumed in the fifth house of the Molodezhny residential complex, which was also unfinished. Now the foundations have been put in order at the facility, Ak Tash is the contractor.

Today, the Mayor of Kazan Ilsur Metshin inspected the progress of overhaul at one of the Kazan houses - on Marshal Chuikov str., 12. In total, this year the overhaul will take place in 278 Kazan houses. As a result, 68 thousand citizens will improve their living conditions.

Marat Nuriev, Director General of Uyutny Dom LLC, told the Mayor that the nine-storey house was built in 1978. One hundred ninety two people live there. As part of the overhaul, it is planned to change the heating system, cold and hot water supply, sewerage systems, repair the roof, front and entrances, and renovate the power supply systems.

Work on the site started on June 8, and today it has been completed by 58%. The repair is scheduled to be completed until November 20.

“We came to hear complaints and comments. We want to finish the main work until the end of summer. And after the overhaul of the house, next year, we will start a major repair of the yard”, - Ilsur Metshin said.

Landscaping of the territory, asphalting of the road and installation of a new playground are planned here. According Timur Alibayev, head of the administration of the Aviastroitelny and Novo-Savinovsky districts, the house will have its own square with a volleyball court and table tennis.

“When we grew up, everything was in school. Today we are moving on. Now, thanks to the presidential program, we create comfort conditions in the yards, - said the Mayor of Kazan. – So when we start a renovation of the yard next year, I ask you to actively participate in the work, tell us what you would like to see here, take part in the design, and express your opinion”.

The awarding of Kazan the City of Labor Valor title was announced last week at a meeting of the Pobeda (Victory) Organizing Committee headed by the Russian President Vladimir Putin, L.Andreeva reminded.

“This is a long-awaited news for all citizens, for employees of enterprises that worked during the war, for our honored veterans and home front workers,” - L.Andreeva said.

The law defined clear criteria that a city must meet to receive the title, including the documentary evidence of the feat of enterprises and citizens. The staff of the Marjani Institute of history prepared a special conclusion confirming the historical data. Five public spaces are planned to be improved in Kazan this year. Work is underway at the Black lake park, squares near the Said-Galiev cultural center and on Avangardnaya street, at the square in front of the Railway workers ' community center in Yudino. The major project is the second stage of reconstruction of the embankment of the Lower Kaban Lake.

The renovation and creation of public spaces is being carried out in the most remote areas from the downtown, Kazan Mayor Ilsur Metshin said today at a meeting of the headquarters for combating the spread of coronavirus infection. “We create a new level of comfort for the citizens of these areas”, - the head of the city emphasized.

An old fountain will be restored at the square near the Railway workers ' community center

This year, the third stage of improvement of one of the oldest parks in the city – the Black lake will start in Kazan. This park owns the status of a cultural heritage site and cultural monument of regional significance.

At the same time with the reconstruction of the cultural centers, the improvement of the surrounding squares is underway. This year, the renovated public spaces will appear at two cultural centers, reconstructed under the Tatarstan President program on renovation of the cultural centers: squares near the Said-Galiev cultural center and the square in front of the railway station.

The embankment of the Kaban Lake will become more colorful after the second stage of reconstruction

One of the major projects is the reconstruction of the embankment of the Lower Kaban Lake. The work was divided into several stages, Igor Kulyazhev reminded. This year, the second stage of improvement of the embankment continued. The total length of the reconstructed territory is almost 2 km.

“During the improvement of the Kaban embankment we have received many proposals from citizens of Kazan, interesting comments and ideas. Together with the concerned citizens, we expect the completion of the second stage of improvement until the end of August. Currently, the work is proceeding in time”, - Ilsur Metshin commented.

This year, a new square will open on Avangardnaya street at the territory of the industrial district Teplokontrol.

“We were able to carry out integrated approach at this area– thanks to the implementation of the Our yard program, 21 yards adjacent to the square will be repaired”, - I.Kulyazhev said. The square with an area of 8137 sq. m. will appear instead of an underdeveloped site with a large garbage area and unequipped parking, he added.

The Mayor of Kazan Ilsur Metshin became acquainted with the progress of renovation of the Unitur children's camp, located in the Laishevsky region of Tatarstan. After completion of all works, the capacity of the camp, with a focus on tourism and history, will double - a hundred children per shift will rest here. It is planned that the camp will start accepting children from mid-August.

The Unitur seasonal children's camp was built 45 years ago. Ayrat Faizov, Chairman of the Committee for Children and Youth Affairs, told the head of the city that it was crucial to keep the tourist focus of the camp after the renovation. “Traditionally, it is a tourist camp, partly a campsite. Presently, it is the only tourist camp in a dense woody area,”- A. Faizov explained.

11 dormitories and a 100-seat dining room will be reconstructed at the camp as part of the renovation, as well as modular buildings and other facilities. Also, instead of two –bed tents, there will be large frame, wind and water protected tents for four people. In addition, the children will have access to a football pitch with a professional artificial grass, a volleyball and basketball sports ground and a unique rope park in the Volga region.

A. Faizov emphasized that during the renovation and overhaul, not a single tree was demolished, and the landscape of the territory remained unchanged. Now, the work has been completed by 85%. The venue will be put into operation on August 1.

The fact that the camp remains its environmental focus is the standard for tourists, noted I. Metshin. “But at the same time, there are all opportunities for children not only to rest and recover, but also to acquire new skills and engage in active recreation. The magnificent forest and nature surround the camp. I suppose that once being here, any of the children will not want to exchange it for trips abroad,” - the Mayor concluded.

The overhaul of four camps will be completed in Kazan in 2020 under the republican program: Zarechye, Vostok, Unitur and Molodezhny. In addition, funds were allocated for the overhaul and reconstruction design of four more municipal camps this year: Molodaya Gvardiya, Ogonyok, Pioneer of Tatarstan and Narmonka. Citizens of Kazan could participate in the selection of names for these unusual animals. According to the terms of the contest, the names had to be in African style. Three names reached the final, and the zoo staff suggested the fourth. To sum up the results of the contest, the zoo staff asked an assistance of an independent expert-raccoon Bella.

The concept of sustainable development of the Kazan historical settlements, presented to the Mayor of Kazan Ilsur Metshin, includes the regulation of construction, territory development and creation the future of the historical center. It will be an agreement between all interested parties, the developers noted. It is planned to complete the concept by the end of August.

The concept was presented by Oleg Maklakov, the architect and head of the project group. He reminded that the document has been developed since April 2019. The request for the development of the concept in Kazan was caused by the infill development at the historical settlement. “The concept will be an agreement between all interested parties– developers, architects, citizens, municipal and republican authorities, investors. Term of its action is designed for 10-15 years,”- the speaker noted.

The Kazan historical settlement is quite compact and occupies 23 hectares or 4% of the city’s territory. But at the same time, all the points of Kazan and the region are concentrated here, the architect emphasized.

First of all, the experts focused on the regulations for the development of the Kazan downtown. O. Maklakov noted that the regulatory rules are based on a contextual approach. Due to it, the new construction does not simply copy the existing architecture – there are new solutions, blending in with the existing buildings.

In addition, the historical center has been divided into three zones, having different features and level of complexity of project approval. This is the so-called map of regulations.

As for the development of public spaces landscaping, attention is drawn to the original landscape of the city. O. Maklakov noted that the main strategic proposal of the project group is to give additional development to street public spaces by creating connections between existing green zones.

Another point of growth, according to the experts, is the development of foot traffic. It is proposed to create streets with pedestrian priority on the territory of the historical settlement. Thus, citizens and tourists will have the opportunity to walk along green routes from the historical core to the periphery with its landscape sites.

Another block of research of the concept contains proposals for the preservation of cultural intangible heritage and the development of its potential. The project group suggests using the subject matter of functional zones. Meaning the development of the territory based on the historical traditions and established activities.

Ilsur Metshin proposed to take the concept as a basis for the architectural and urban planning approach, and also instructed to prescribe clear rules for investors, businesses and citizens. Some parts of the concept will be further developed.

For information, the concept of sustainable development of the historical settlement of Kazan has been developed for two years, and the project is planned to be completed by the end of August. In particular, the experts will finalize the color palette for the development of the downtown, as well as the organization of public spaces.

2000 athletes and unified partners (athletes without intellectual disabilities) from 108 countries will compete at the Special Olympics World Winter Games, Tatmedia Agency reports.

The Special Olympics has been active for three decades in Russia and has about 130 000 athletes who take part in competitions across the country.

The Special Olympic World Games take place every two years, alternating between summer and winter. The previous competitions took place in Austria in 2017.

Today, on Youth Day, a test drive of Russia's largest URAM extreme park has started in Kazan. The center for extreme sports fans is located under the Millennium Bridge. Tatarstan President Rustam Minnikhanov, Mayor of Kazan Ilsur Metshin and Minister of Youth Affairs of the Republic of Tatarstan Damir Fattakhov inspected the status of the park.

The new extreme park consists of 8 zones: a skate park, two pump tracks for accomplished and beginning athletes, a workout and parkour area, a streetball park, an air park and a training zone. URAM is the largest extreme park in Russia. Its area is 1.9 hectares. Due to the current sanitary and epidemiological situation, test races were conducted without spectators, observing all safety measures.

Rustam Minnikhanov, together with Ilsur Metshin and Damir Fattakhov, visited the competition areas, talked with athletes and asked their opinion about the new youth site. Extreme athletes highly appreciated the park's infrastructure and called the site one of the best in the world.

In one of the tents, Rustam Minnikhanov greeted the participants of the “Time of the young” online forum via video link. The forum is attended by 1000 representatives of active youth from 31 regions of Russia and 15 countries. Today, Kazan Mayor Ilsur Metshin visited the construction site of the academic building and dormitories of the Kazan branch of the Russian State University of Justice. Both buildings are planned to be commissioned by the end of this year. The head of the city is confident that high-level conditions will help attract the best applicants to the capital of Tatarstan.

Construction work on 2- Azinskaya str., 7a began in June 2019. The area of the new academic building is 6 thousand sq. m. The seven-storied building, one of which is the basement, consists of a lecture hall for 170 people, 13 classrooms for seminars, a transforming auditorium that allows doubling the capacity of the class, a hall for round tables, conferences and meetings, a hall for 280 people, a dining room for 138 people, etc.

Ramil Sharifullin, Director of the branch, told the Mayor that the educational building is 65-70% ready. Now workers are installing the hinged facade, partitions, ventilation and air conditioning systems, power supply networks, indoor engineering networks, and windows. The surrounding area is also being improved and lighting is being installed.

A dormitory is being built behind the new academic building. The three-storied building with an area of about 3.5 thousand sq. m. is designed for 138 people, two students per room. Each block has two rooms, a toilet and a shower, and on each floor, there is a kitchen, a laundry and a classroom. In addition, the ground floor is equipped with 4 rooms for disabled people. There will also be a gym and a sports ground on the street, as well as recreation areas.

The dormitory is currently 90% ready. Presently, workers repair walls and ceilings, installing lamps, sockets, switches, and sanitary devices. The facade is also being finished.

The Mayor of Kazan noted that all conditions for studying would be created at the campus. “We hope that our legal system will welcome judges, prosecutors, and lawyers brought up within these walls.”

Ramil Sharifullin emphasized that the renovation of the University is caused by the annual growth of students from another towns, and other regions. Today, more than 2 200 students educate in the Kazan branch of the University of Justice, of which almost 700 are from Kazan, about 1.5 thousand are from other regions of Tatarstan and almost 100 are from other regions of the country.

The overhaul started here last summer. Premises of the cultural center are decorated with unique chandeliers and lamps, designer’s stucco made in art workshops of Leningrad, so specialists paid special attention to the restoration work.

Tatarstan President Rustam Minnikhanov emphasized that the Said-Galiev cultural center has always been very popular among citizens. Over the 60-year history, more than 30 million people have visited various cultural and leisure activities here. Creative groups have won prizes at Russian and international festivals and forums.

The visitors inspected the premises of the renovated cultural venue, visited the concert hall, library, multifunctional cinema hall, and learnt about main activities of the center.

The Said-Galiev cultural center is located at the Sovetsky district of Kazan and is designed for the population of the Derbyshki residential area and near-by settlements. By the new school year in Kazan, it is planned to put into operation the first polylingual educational complex in Tatarstan “Adymnar-the way to knowledge and consent”. The participants of the meeting became acquainted with the progress of work on Bichurin str. in the Novo-Savinovsky district, on the territory of secondary school №165. After completion of the overhaul, the primary school will be located here.

A secondary school for 800 students for 5-11 grades is being built nearby. The school will include a canteen with a dining hall for 400 seats, a swimming pool, a sports hall, workshops, a hall for 500 seats, classrooms, and a library. The total area of the building is about 14 thousand sq. m.

The Adymnar- the way to knowledge and consent complex, which will be opened by September 1, includes three schools: a renovated primary school, a new bilingual school on Bichurin str. and a new polylingual school on Bondarenko street, as well as kindergartens, M. Shaimiev noted.

On the territory of the new school on Bondarenko street, it is planned to create a microcloning laboratory as part of the project “Growing together – Berga usabez: growing tree seedlings in a short time.”

“Each student of our school will grow seedlings, so that they can be planted in the city, on the territory of the republic. The project correlates with the world action “Billions of trees”, which has been implemented under the auspices of the UN since 2006,”- said Aidar Shamsutdinov, Director of school №165, about the project developed by the Department of education on the initiative of the Mayor of Kazan.

To model traffic flows in Kazan, the Department of architecture and urban planning has created a transport-planning bureau. Timur Kadyrov, Deputy chief architect of Kazan, reported that to analyze project proposals and calculate them, specialists developed a computer micro model of the Kazan downtown with an area of 3.5 square km. The information was collected by field surveys and data from sensors and cameras of the adaptive ATCS system for morning and evening rush hours on working days. The model is also calibrated with the transport model of Kazan, created as part of the development of the General Plan of the city.

The model includes several scenarios of traffic organization and a comparative analysis of the options, and the best of them was approved. “The simulation results of this option showed a reduction in the delay time by more than 40%, an increase in the average speed by 8%,”- Kadyrov emphasized, adding that the calculation considered an increase in the traffic flow by 17% compared to the existing traffic.

“The implementation of the first stage of activities is already beginning and should be completed this season,”- Kadyrov emphasized.

40% of school graduates want their life to be in art and enter specialized universities

Art school № 4 was opened in 1964. For more than half a century, about two thousand people have been educated there.

Lada Vybornova, Director of the school, told the Mayor that today more than 600 people are educated here: 201 – in the budgetary classes and about 400-in the non-budgetary.

“How has the interest in art education changed over the past 5-10 years?”- the Mayor asked the school's director. “The interest is growing – we have always had 4 candidates applying for one student position, and now there are 5 people”, - answered L.Vybornova. The course is designed for five years, after its completion, 40% of graduates want their lives to be in art and enter specialized colleges and universities, she added.

“This is a large proportion. If you consider the sports sections, then the proportion of entry into professional sports is much lower”, - the Mayor said. Interest in the art sphere is observed not only in this school, but also in the entire city”, - he added.

Minimalism in the interior and pixel David on the front

The building, which today houses the art school, was built in 1995, its total area is 400.6 sq. m. Overhaul started in April 2020. According to the author of the reconstruction project Andrey Shishkin, it will be possible to increase the area for the educational process after the repair.

The key principle of design is an interior that is comfortable for work and training, architect and designer Ruslan Gilmanov told the head of the city. “We plan to create an interior without large and bright elements, but with a cozy minimalistic modern base”, - he shared his plans.

The front of the building, which is made of silicate bricks, the architects propose to decorate with an unusual pattern – according to the idea of the designers of the project, it will be an image of King’s David head. “As a rule, all art schools learn to draw King’s David head, to observe the proportions, – said R.Gilmanov. – We want to adapt the drawing to the brick module – that is, we will get a pixel David as a reference to the modern digital era”.

The Mayor supported the idea of the architects and noted that the drawing on the front will emphasize the original approach to education in Russian schools. “The difference between Russian art schools is that our teachers still teach children to draw with a pencil. Today, the Mayor of Kazan Ilsur Metshin inspected the progress of repair work of the oldest Olympic reserve sports school Kasatka. Work here started in April, and today it has been completed by 15%. By autumn, all the premises of the building will be completely renovated, as well as the large and small swimming pools. The head of the city noted that after the overhaul is completed, both professional athletes and citizens of the district will be able to train here in decent conditions.

The pool at Richard Sorge str. 64 was built in 1990, and since 1998 students of the Kasatka sports school train here. In 2005, the building was renovated. Major changes had begun in 2018. Then the builders completely repaired the front of the building and the roof, insulated the walls, improved the heating system, and installed a modern ventilation system. The second stage, which started in April 2020, is dedicated to interior reconstruction.

Igor Ionov, Director of the Kasatka sports school, told the head of the city that today floor dismantling, wall and ceiling coverings, sewer system, as well as the coating of the pool bowl and outdated water treatment equipment are being replaced in the building. It is worth mentioning that the size of a large pool with four lanes is 25x9 m (depth – from 120 cm to 180 cm), small – 6X10 m (depth – from 60 cm to 90 cm). Currently, the work is being carried out in accordance with the schedule. The overhaul is scheduled to be completed by August 30. Ilsur Metshin inspected the entrance group, the swimming pools, locker rooms and showers.

In addition to professional athletes and sports enthusiasts, children with disabilities train here. “We have built 44 swimming pools over the past 15 years after the Millennium anniversary of Kazan-this is a large number. No less big deal is the overhaul of venues in the residential areas. This will be a great pool for a huge number of children who are engaged here. Children will be able to train in decent conditions”, - the Mayor of Kazan noted.

The Kasatka sports school is the first swimming school in Tatarstan, founded 60 years ago. From 2011 to 2019, coaches have trained one master of sports of international class, 9 masters of sports, 66 candidates for master of sports.

In 2019-2020, more than half a thousand athletes trained in the Olympic reserve sports school Kasatka. 15 coaches train 469 swimmers, 2 coaches train 32 synchronized swimmers. Among the best results of trainees in this training year – gold and bronze at the first stage of the Cup of Russia, two bronze medals at the Russian championship, two bronze medals at the All-Russian swimming competitions “Reserve of Russia”, two wins at the championships of the Volga Federal district and others.

Today, Tatarstan President Rustam Minnikhanov inspected the construction of the Big Kazan Ring (BKR).Together with the head of the Republic, Kazan Mayor Ilsur Metshin and Tatarstan Minister of transport and road infrastructure Lenar Safin visited the site.

Works within the first stage of BKR construction - from Midhat Bulatov str. to Tekhnicheskaya str. – completed by 90%. Presently, the builders have completed all concrete work, now the roadbed to be put, the contractors told to Tatarstan President. At the same time, the roadside area is being improved: workers are planting trees and shrubs, installing their irrigation system, as well as outdoor lighting networks. In total, 1044 large-sized trees and 3 thousand shrubs are planned for planting at site.

At the second stage of construction of the BKR - on the site from Borisovskaya str. to Tekhnicheskaya str. – utilities are being rebuilt, the roadbed is being put, sections for tram rails are being prepared and a bridge is being built across the Monastyrskaya branch. Concrete work on the construction of supports for the bridge has been completed, the Tatarstan President’s Press Office reports.

For information, the construction of the first stage of the Big Kazan Ring within the “Safe and high-quality roads” national project started in July 2019 on the site from Midhat Bulatov str. to Borisovskaya str., where a four-lane road with a length of 800 m is being built with an overpass over the Fermsky highway and an underground passage.

The second stage of construction, on the site from Borisovskaya str. Tekhnicheskaya str., started in March. The length of the section is 1.22 km. The four-lane road is designed as a first-class urban main street with two lanes in each direction. The 700 – m section is planned to be commissioned in 2020, and the 522-m section in 2021.

In addition, during the construction of the BKR, tram rails are being put – it is planned to launch the tram by the end of August. The total length of the ring route will be 34 km – this will be the longest tram route in Russia.

The results of the second competition of the presidential grants Fund for the year were announced. Kazan non-profit organizations won grants amounting to 56,92 million rubles.

A total of 342 applications were submitted from Tatarstan for participation. Grants will be awarded to 66 winning projects for a total of 107.4 million rubles, of which 14 projects will be developed in Kazan for a total of 56,92 million rubles.

The largest grants were awarded to the charitable non-profit organization Novy Vek for the Test for victory project, aimed at preventing HIV and AIDS, and the non-profit organization for supplementary education “Laboratory of industrial design robotics” for the implementation of the “Generation of industry 4.0” online educational platform.

The partners of the “Good Kazan” project, including the charitable organizations Novy Vek, Tramplin, Yardem, Nezami, Ak Bars Sozidanie, the creative inclusive studio Emotion, the association “Non-profit partnership for the development of donation Donor-search”, the regional public organization of disabled people Integration, received grants valued at more than 48 million rubles.

In total, according to the results of the first and second presidential grant competitions in 2020, Tatarstan projects received 155.9 million rubles, reports the ANO “Good Kazan”.

Kazan entrepreneurs actively benefit from municipal support measures for small and medium-sized businesses (SMEs). The Mayor of Kazan Ilsur Metshin instructed to inform each entrepreneur about all support measures at the meeting of the XL session of the Kazan city Duma, which was held today at the City Hall. “We must jointly do everything possible to soften the blows of the crisis for small and medium-sized businesses and help them not only survive, but also develop. This is our crucial task today”, - the Mayor said.

Today, the contribution of small and medium-sized businesses to the gross territorial product is almost 40%, which makes entrepreneurship an important component of the city's economy, Ilsur Metshin emphasized. “We have worked hard for many years to improve the business climate. We developed the tourism, which created conditions for the growth of a large number of small businesses. Due to the special regime imposed in the city, we first developed a package of measures to support small businesses, individual entrepreneurs and the self – employed, made changes to existing city programs”, - the Mayor reminded.

Kazan entrepreneurs are already actively benefit from the proposed measures, Deputy head of the Executive Committee Ildar Shakirov said. So, one of the important measures was the possibility to place summer terraces free of charge, provided by the municipality to Kazan catering establishments. As of today, according to I.Shakirov, 103 agreements have been signed, which is twice as much as last year.

“This decision was very timely. Kazan catering establishments opened in this format on June 11. This measure will allow them to save 2.5 million rubles”, - the speaker noted.

Kazan entrepreneurs managed to save more than 22.5 million rubles thanks to the moratorium on fines landscaping rules violations imposed in the city from March 20 to the end of the year. To date, 692 warnings have already been issued to businessmen, instead of fines.

Free of rent municipal property allows Kazan entrepreneurs to save 250 million rubles, the Deputy head of the Executive Committee added. For information, now SMEs working in the most affected industries can get an exemption from rent for April and May, and others –deferred payments for the same period.

“As of today, 96 appeals have been received from entrepreneurs, 43 agreements have been signed for the amount of 19.5 million rubles”, - I.Shakirov said.

In the capital of Tatarstan, a separate support measure is provided for representatives of the advertising business – deferred payments to the city budget for all contracts for the installation and operation of advertising structures for a year. According to I.Shakirov, this measure will allow entrepreneurs to save 78 million rubles.

“We provided incentives to advertising companies, and they in turn provided free advertising space for business representatives. At the national level, the President decided to grant certain benefits to owners of malls to reduce rent payments as well,- the Mayor commented. - This proves that state and municipal support for entrepreneurs launches a chain of processes that stimulate the entire business”.

A significant financial support for Kazan entrepreneurs is the municipal program of preferential credit scheme-subsidizing part of the interest rate on loans.

“In the current situation, we have decided to provide priority support to those entrepreneurs whose loans have been restructured. This was not possible before”, - the speaker said. Presently, requests for restructuring have been received from 15 entrepreneurs obtaining subsidies from the city budget, and all requests have been approved.

“All the decisions have been made and the tasks have been outlined. Now we need all these measures to work effectively. I ask you to inform each entrepreneur about all the opportunities they have”, - I.Metshin instructed.

The census forms for the next Russian population census will be completely anonymous and will not contain any personal information. The fulfilled census forms will be destroyed immediately after the census results are published. This was reported by the State Statistics Department in Kazan.

As noted in the Department, the main principle of data collection is self-determination – respondents provide responses for the census forms. No documents are required. For information, during the census, residents of the Russian Federation will answer 30 questions, including gender, age, citizenship, place of birth, nationality, native language, education, marital status, number of children, sources of livelihood, employment, and others.

For the first time in Russia, the population census will be held in a new digital format. All interested people can participate in the Internet census – on the Common Government service portal of the Russian Federation or on the mobile app. In addition, there will be an opportunity to answer census traditionally – the interviewer will enter all the answers in an electronic census form on the tablet. “In all cases, the census forms of the All-Russian population census will be completely anonymous. The first name, last name and patronymic are not included in the census forms”, - Tatarstan State Statistics department emphasizes. Census forms filled in by respondents to be destroyed immediately after the census results are published.

“The population census is a unique source of data on population, household composition, marital status, education level, ethnicity and other. Tatarstan President Rustam Minnikhanov and the Mayor of Kazan Ilsur Metshin visited the summer terrace of the Skazka cafe in Kazan today. They got acquainted with the observance of the sanitary and epidemiological requirements in catering venues in the interest of combating the spread of coronavirus infection. From June 11, restaurants and cafes in the republic will get a permission to open summer terraces.

The Skazka café, located on the pedestrian Bauman street in Kazan, is one of the first children's cafes. In Soviet times, it was the only place for family catering in the Tatarstan capital and was very popular. In 2020, the cafe will be 50 years old.

R.Minnikhanov was shown the seating on the veranda, with observance of the social distance for the visitors: no more than two adults for a table. Tatarstan President emphasized that in the new conditions, the correct organization of customer service is the crucial task of the catering system.

Rustam Minnikhanov also noted that the Skazka cafe is a successful example of entrepreneurial initiative and generational continuity. Over 50 years of existence, the cafe has been visited by more than one generation of Kazan citizens and visitors of the capital.

The main delicacy of the cafe is ice cream. Rustam Minnikhanov admitted that the most delicious ice cream he has ever tried was in the Skazka cafe. Today, together with Ilsur Metshin, he also tasted ice cream on the summer terrace of the cafe, Tatarstan President’s press office reports.
