Today, the Mayor of Kazan Ilsur Metshin participated in the Russian Population Census - the head of the city visited a census site in the Novo-Savinovsky district. More than 70 thousand Kazan citizens took part in the census in the first days. As the Mayor noted, the census data will form the basis for the adapting various national social programs, as well as plans for the development of cities and regions.

“The Russian Population Census is essential project for the future of our country, Tatarstan and Kazan. The census evaluates the quality of living standards, various parameters and indicators that form the basis of decisions for implementation of federal programs and national projects. For example, after one of the previous censuses in Russia, a decision was made to allocate federal subsidies for multiple-child families”, - I.Metshin said.

The results of the census will allow cities and regions to plan the development of their territories accurately. “The results of the census will form the basis for making decisions on the construction of schools, polyclinics, kindergartens and other social institutions, as well as implementation of other projects in the coming years”, - the Mayor noted.

Two census takers work at the census office at the Yutny Dom property management company, which operates daily from 8:00 to 20:00.

In total, 59 census offices opened in Kazan for those wishing to participate in person. In addition, the census takers can visit the Kazan residents at home.

More than 2,700 people are involved in the census, including 2,300 census takers at counting stations, 386 controllers, 12 instructors at the multifunctional centers and 10 authorized persons. The census takers have a certificate valid upon presentation of a passport and special equipment – a branded blue scarf, a tablet for online collecting data, and a flashlight for working at night, a blue vest, and a blue bag.

“This is my first experience of working a census taker. People are different, but mostly Kazan residents are very friendly and hospitable – said Albina Suleimanova. – This year we notice that young generation prefer to participate in the census online on the portal of Government Services, while older people talk to us more often. We remind everyone that we do not need any documents – we record all the information according to the information provided by citizens.”

The census form includes questions about gender, age, citizenship, place of birth, nationality, education, housing conditions and others. “For me, the population census, as well as elections, is a civic duty. Therefore, I think that all residents must take part in it”, - said Marat Nuriev, the Russian State Duma deputy, former Director General of LLC Yutny Dom.

For information, the population census is conducted once every 10 years in the UN member countries. Based on the data obtained, a program of socio-economic development of the country will be formed. In particular, the census will enhance the quality of forecasts for the implementation of national projects in the country, republic or city. Kazan residents can take part in the census until November 14.

Barcelona is hosting the 7th Global Forum of the Milan Urban Food Policy Pact between 19-21 October at the International Exhibition Center. Representatives of the capital of Tatarstan take part in the forum. Evgenia Lodvigova, deputy head of the Kazan Municipality, presented the Healthy Nutrition for children program to the forum participants, which is being implemented in the city for 15 years.

E.Lodvigova spoke about the school meals program at the plenary session of the forum. She said that the city program is aimed at ensuring a healthy nutrition, increasing diverse diet, preserving and strengthening their health. “The well-being of children and their potential opportunities in the future depend on what kind of eating behavior we teach children today”, - the deputy head of the Kazan Municipality noted.

In addition, she told the participants of the plenary session about the “Healthy Cities. Healthy Nutrition for Children” International Forum, which became the first Eurasian forum of the Milan Pact.

Mayor of Barcelona Ada Colau, Mayor of Bordeaux Pierre Hurmic, Deputy Mayor of Milan Anna Scavuzzo, Director General of the UN Food and Agriculture Organization Qu Dongyu and Secretary General of the International Association “United Cities and Local Authorities” Emilia Saiz also spoke at the plenary session.

Ruslan Galiakhmetov, head of the department of International and Inter-Municipal Relations of Kazan, held a meeting of the regional strategic session of the Eurasia and Southwest Asia region. Representatives of Moscow, Tel Aviv (Israel), Chisinau (Moldova), Bishkek (Kyrgyzstan), Ulaanbaatar (Mongolia), Bethlehem (Palestine) and Cheboksary took part in the session. The session identified strategic goals and objectives for the next two years.

For reference, the Milan Urban Food Policy Pact is a major innovative urban nutrition strategy in Europe and the main legacy of the Milan EXPO 2015. Today, the MUFPP has been signed by 217 cities with a total population of more than 350 million people.

In May 2021, Kazan was chosen as the chair city of the MUFPP Steering Committee for 2021-2023. In this capacity, Kazan represents the MUFPP activities at the global level. Together with the city of Tel Aviv, Kazan also acts as a key regional coordinator in the Eurasia and Southwest Asia region.

For two weeks, students of the Kazan State Veterinary Academy named after N.Bauman will conduct a census of stray dogs in the capital of Tatarstan. This information will allow to determine the number of homeless animals and to improve the work of municipal bodies.

The census takers are distributed in 10 sections of the city. Today, about 10 students and staff of the Veterinary Academy, as well as dog handlers began the census in the Kirovsky and Moskovsky districts of Kazan. Special attention is paid to the places where dogs are most often found: garages, parking lots, industrial zones and others.

All the dogs will be photographed, and their data will be entered in a special file. Therefore, it is necessary to determine the age of the dog, height, color, signs of illness and other criteria for analysis. The collected data will be merged into one document, displayed in quantitative and qualitative indicators. “All dogs are different, aggressive and not, it is impossible to predict the behavior of an animal, so we will not come close to the animal, we will make a description by a photo”, - said Anastasia Butova, a graduate student of the Veterinary Academy.

The census takers will check each site at least three times to avoid uncertainties, she noted. “The dogs do not migrate often, only in emergency situations, when they feel stress or danger, so many homeless animals live in the same place for 10-15 years,” Anastasia Butova noted.

“There are also a lot of pack animals. We can work with them in the future according to the already existing pattern: trapping, sterilization and vaccination. Zoo psychologists will be engaged to work with dogs that show unmotivated aggression, this will solve the problem of congestion in shelters”, - Anastasia Butova explained.

A similar practice of counting animals has already been used in Moscow and Rostov-on-Don. “The animal census is the recommendations of the World Animal Health Organization on how to count and analyze the results,”- said Farit Nurgaliev, Dean of the Veterinary Medicine faculty at the Kazan Veterinary Academy.

According to Iskander Giniyatullin, deputy head of the Executive Committee, there are about 10 thousand stray dogs in Kazan. “The Mayor of the city instructed to make Kazan safe for citizens and promote animal welfare – he noted. – Today there are discrepancies in standards and real figures, I hope that this census will provide accurate information, so that we can continue to work”.

In Kazan, the construction of a relief road of the Gorky highway from Nesmelova Street to the M7 Volga federal highway is underway. To date, construction work is nearing completion on the first section of the road from Nesmelova Street to the Temple of All Religions. The Mayor of Kazan Ilsur Metshin inspected the progress of construction work.

The Gorky Highway relief road is currently one of the major projects that will improve the traffic convenience of Kazan, the Mayor of the city noted. “The number of residents is growing in Kazan, therefore the number of cars is increasing by an average of 15 thousand per year. Residential districts are also developing, the city is expanding, so it is important to build new roads. One of them is a relief road of the Gorky Highway, which will connect with the M7 highway and will facilitate entry into the city”, - Ilsur Metshin emphasized.

The construction of the road from Nesmelova Street to the M7 Volga highway is carried out under the Safe and Quality Roads national project. The total length of the highway is about 16 km and it will run along the Gorky Railway. The highway is a four-lane road (two lanes in each direction) with sidewalks and bike lanes.

The 6.2 km long section of the highway from Nesmelova Street to the Temple of All Religions is divided into two parts. The first of them with a length of 1.5 km- from Nesmelova Street to Admiralteisky Pond - has already been completed. Now work is continuing on the construction of the second part from the Admiralteisky Pond to the Temple of All Religions.

Igor Kulyazhev, deputy head of the Executive Committee, said that construction work is being carried out according to schedule, and is almost completed.

Special attention was paid to the construction of two sewage treatment facilities, one of which was built at the old Kazanka riverbed. “This was specially implemented to clean storm drains from the road, so only clean water got into the reservoir”, - Igor Kulyazhev said.

Currently, work continues on landscaping the road, installing lighting and noise insulation screens.

Ilsur Metshin asked when the construction of the second stage of the road will begin - from the Temple of All Religions to the M7 highway. Igor Kulyazhev said that the highway designing is now being completed, then an experts’ assessment will be appointed. “We would like to receive the final draft by the end of the year”, - he said.

For reference, the construction of the first stage of the Voznesensky highway with a length of almost 4 km is also underway in Kazan. A 17-meter-wide road with three lanes in each direction is being built on the section from Gvardeyskaya Street to Pobedy Avenue.

This year, under the federal project the construction of the Great Kazan Ring Road, expansion of Tikhoretskaya and Mekhovshchikov Streets continues. The length of these sections is 4.2 km.

In addition, the highway along Osinovskaya street will be reconstructed in Kazan, which will allow improving traffic for residents of the Salavat Kupere residential district.

Ilsur Metshin, the Mayor of Kazan, instructed to clean the city from unwarranted objects and cars today on a Business Monday. “We shouldn't talk about this for 10 years. Let us set a task, estimate the scope of the work and get rid of this junk once and for all. Kazan in the XXI century should not remain these old garages and rusty cars”, - the head of the city noted.

“The urban environment consists of not only parks, squares and landscaped embankments. Our yards, above all, is the place where residents go out every day and come back after work or study - I.Metshin said. - There should be no deprived areas in Kazan, a metropolitan level must be set everywhere”.

The issue of abandoned buildings, dilapidated garages and ownerless cars has become especially relevant in Kazan during the implementation of the Our Yard program aimed at improving of yard territories.

The heads of district administrations reported to the Mayor on the work undertaken to dismantle and remove abandoned buildings and ownerless cars. From 2019, 2,600 garages, 248 fences, 152 vehicles were identified in the Aviastroitelny and Novo-Savinovsky districts. Presently, 73 objects have been dismantled: 5 security posts, 47 metal poles, 2 barriers, 2 traffic blockers, 15 metal fences, 2 objects have been dismantled by owners, reported Fanis Nurmukhametov, head of the administration.

“In addition, 70 vehicles were evacuated from the territory of the districts, 26 of them by the administration, 44 cars were taken out by the owners – he added. - This year it is planned to dismantle 98 metal garages”.

5.7 million rubles have been allocated from the municipal budget for the dismantling of garages in the Kirovsky and Moskovsky districts.

“Together with property management companies, police, traffic police officers, work is underway to identify owners and inclusion of abandoned cars into the registry – I.Khismatullin added. - To date, the owners of 21 objects out of 29 have been identified. Of these, 19 owners moved their cars. The owners of eight vehicles are being identified”.

In 2019, 250 unwarranted buildings were dismantled in the Vakhitovsky and Privolzhsky districts, last year - 482 buildings. Four hundred and seventy two objects are planned to be dismantled this year, the head of the district administration Marat Zakirov said. Now, 402 garages have already been dismantled.

Over the past three years, the owners of the unwarranted objects and the administration dismantled 870 illegally installed garages in the Sovetsky district. Andrey Yakovlev, first deputy head of the district administration, noted that during this year, 45 objects were removed, as well as security booths and barriers.

The Mayor called for strengthening the work on the removal of ownerless cars, abandoned metal garages from yards and the dismantling of illegal structures.

In the near future, the issue of abandoned cars and garages should be resolved, the Mayor said. He instructed the heads of districts to develop detailed lists of the illegal structures and ownerless cars and to schedule their removal by November 1.

The heads of districts will have to report weekly on this work to the head of the Executive Committee and report monthly to the Mayor of Kazan on Business Mondays meetings.

A teacher from Kazan entered the top five teachers of the country, and became an adviser to the Russian Minister of Education.

“I congratulate you on your victory, good job, being among the top five teachers in the country is a great result and we are proud of you,”- Ilsur Metshin said. He presented Maria Golovanova a grant for 1 million rubles for skills development, educational and other activities.

Maria Golovanova shared her experience on participation in the contest. According to her, the republican round of the competition greatly helped her to enter the top five finalists. “The republican round of the competition was similar to the federal one, it was a kind of rehearsal, so it was easier to prepare,”- Maria Golovanova noted. The Kazan teacher noted that the tests at the federal level were not simple, for two weeks the participants showed their abilities. “It's like I came from another planet, I’m still very impressed, it was very busy and active days”, -she said.

The head of the city asked about the characters of schoolchildren today. “Children need love and attention, probably even more now than before, because parents are often busy and work a lot”, - Maria Golovanova replied.

The head of the Department of Education of Kazan Irek Rizvanov also attended the meeting.

For information, 83 teachers representing all Russian regions competed in Russia Teacher of the Year contest, 15 of them competed for qualifying the superfinal. The Mayor of Kazan Ilsur Metshin visited the Triumph sports complex in the Aviastroitelny district of the capital of Tatarstan. The head of the city got acquainted with the infrastructure of the venue, and also talked with parents of children with disabilities.

Roman Ivachyov, director of the Olympic Reserve Sports School, conducted the tour of the sports complex. According to him, the sports facility, built in 2010, is very popular with residents of the Aviastroitelny district, there are two swimming pools, a gym, an fitness hall, a sauna, billiards and a hockey rink.

People with disabilities practice swimming at the Triumph sports complex. The sports facility is equipped with ramps, tactile tiles, a toilet for disabled people, there is also an elevator, as well as lifts for wheelchairs to go down into the water. Currently, about 50 people with disabilities are regularly practice swimming here, 30% of them are children. There are individual and group classes for five people. Parents are also allowed to swim with children.

The head of the city asked about assistants, who help children when there are no parents around. “A special button is used to call an assistant, but the service is not in demand, most often children under the age of 10 attend classes and parents accompany the child to the changing room”, - said Albert Salikhov, chair of the Committee of Physical Culture and Sports.

The head of the city also talked with parents whose children practice swimming at the sports complex. “There are more and more opportunities for our children, they play sports together with other children,”- said Alla Chizh, mother of a special child. She offered to organize free fitness classes for moms, because parents of special children have no time for themselves. “While the child is swimming, we could practice sports as well”, - said Alla Chizh. Ilsur Metshin suggested considering this proposal.

Albert Salikhov said that 7 out of 37 municipal sports facilities are fully adapted for people with disabilities and almost 60% of the facilities are accessible to the visually impaired. The venues have navigation tiles, stickers on stairs and Braille signs. “The most challenging facilities today are those built mostly in Soviet times, there are 18 of them. In most of them there is no possibility to create conditions for wheelchair persons, but at the same time the facilities are adapted for disabled people of other categories”, - Albert Salikhov said.

For reference, Kazan sports facilities host various competitions and tournaments for people with disabilities. In 2021, 7 events were held, in which more than 300 people with health problems took part. “This is not a big number because of the pandemic, but we will definitely continue working in this direction, and we will annually increase the number of events for people with disabilities”, - Albert Salikhov shared the plans.

Today, Kazan Mayor Ilsur Metshin, as well as media representatives, inspected the system and readiness of equipment for winter during a press tour. They visited the MUE Gorvodzelenkhoz, where they inspected the fleet of snow cleaning vehicles and talked with employees of the enterprise.

“On October 15, the city will switch to winter maintenance of roads. 93% of the equipment is already ready to work in such conditions. Landscaping companies and contractors have to complete the work, but, in general, everything is ready. We continue to purchase new equipment, thanks to the support of Tatarstan President. By the beginning of next year, we will additionally receive 55 snow cleaning vehicles”, - the Mayor told journalists.

The head of the city noted that on the eve of the Year of Digitalization, which was announced by the President of the republic, landscaping enterprises switched to an updated navigation system. “Innovations have affected the landscaping companies. We are removing 22 million square meters of roads. This is comparable to 10 principalities of Monaco. 1,950 km of roads is from Kazan to Warsaw. Our task is always to clean the territory efficiently and control this process”, - he stressed.

The media representatives got acquainted with the possibilities of the updated navigation system. To improve the signal quality and prompt data acquisition, specialists switched to a single operator and installed additional sensors on special equipment. The system has introduced road cleaning routes with full coverage of streets – there are about 46 of them. “At the beginning of this year, there was a task of implementing a system for monitoring and evaluating the effectiveness of cleaning vehicles. For this task, we have introduced a route control functionality, thanks to which it became possible to compare the plan and its implementation. We can link each multipurpose road maintenance vehicle to a specific route and evaluate the performance. We conducted the test on a summer watering system”, - said Aleksander Kostousov, deputy head of the ITC Department of the Kazan Executive Committee.

A unique feature of the updated navigation system is that it allows tracking streets where the cleaning was carried out poorly, and which locations need to be cleaned more carefully. Based on the information received, contractors will be able to promptly adjust work schedules. In addition, with the help of the system, the speed of the machine and the execution time of tasks can be controlled.

“This is a very necessary system, because we have about 560 vehicles. We cannot rely on the reports of drivers. This is budget money and the expense should be appropriate. People are waiting for clean streets and roads”, - the Mayor said.

I.Metshin noted that the equipment is ready for operation, but much depends on the weather. “We are ready for the winter season. But in winter there are blizzards and drifts. Nevertheless, enterprises must cope with everything within a day. Equipment, public transport and emergency services must operate smoothly. Yesterday, the Mayor of the city Ilsur Metshin inspected the renovation of the yard of houses No. 2, 4, 6 on Lomzhinskaya Street in the Sovetsky district, where the road surface was repaired, children's and sports grounds, hockey and football rink were equipped, trees were planted.

“This is not our first visit to the yard in the Sovetsky district, there is a developed infrastructure here, and 2 thousand residents of nearby houses were waiting for the transformation of the yard, and finally all conditions for mothers with strollers, children and retired people were equipped here”, - Ilsur Metshin noted.

Improvement of the yard on Lomzhinskaya Street began this summer. During the renovation, the sidewalks and the roadway were repaired, lighting and small architectural forms were installed. “The yard needed renovation, there was a broken road here, residents regularly complained about it,”- said Roman Fatkhutdinov, the head of the Sovetsky district. Trees were also planted in the yard, benches were installed.

Half of 2 thousand residents of nearby houses are children and teenagers, so during the yard improvement, an important task was to arrange playgrounds with swings and slides. There is also a sports area: workout equipment, a set of bars for pull-ups and push-ups with a climbing frame and other fitness equipment.

Also, a hockey rink with a rubber coating and bleachers was installed in the yard – in summer children will play football here, and in winter hockey. Yard football teams have already played a friendly match at the new sports ground. The head of the city presented balls to the children and wished them success in sports. Also, changing rooms were installed for the guys, which are decorated with graffiti. The graffiti designer wanted to draw the attention of the younger generation to the humane treatment of animals. The hockey rink, as well as the new equipped container platform, fences of front gardens and landscaping, appeared thanks to the sponsorship funds.

Along with the improvement of the yard, the renovation of houses No. 2, 4, 6 on Lomzhinskaya Street built in 1991-1994 was carried out. The entrances were repaired, doors were replaced, as well as intercoms were installed.

“The Our Yard program is 97% completed in 2021. This year, thanks to the presidential program, 227 yards for 430 houses have been improved, the changes will affect about 110,000 residents. We need to conduct it on appropriate level, using the up-to-date opportunities that we have”, – Ilsur Metshin, the Mayor of Kazan, said today at the Business Monday.

“There is no need to stand in queues and visit different offices”

The upcoming census will be held in digital format for the first time. “The census has not only a task of definition the population. It must also help to forecast the quality of implementation of national projects in the country, city and republic”, - I.Metshin noted.

Ildar Shakirov, deputy head of the Executive Committee of Kazan, explained that residents who have a confirmed account in the USIA (Unified system of identification and authorization) would be able to fill out census forms on the Portal of Government Services or take a census at the offices of the Multifunctional Centers.

Each participant of the Internet census will receive a digital and QR code as a confirmation of the census. According to I. Shakirov, this option not only saves time, but also guarantees security, since it will not require additional social contacts. All census data will be protected and will be transmitted in encrypted form.

For citizens, the Internet census, as well as the opportunity to receive other services online, is a condition to live comfortably - I. Metshin believes. “There is no need to stand in queues and visit different offices with papers. These comfortable conditions affect the quality of work”, - he said.

2,700 census takers in blue scarves and 47 stationary census points

Other census options will also remain available, noted I.Shakirov. A survey of the population by census takers will be conducted offline, along with the Internet census. Census takers with tablets will visit apartments and houses, ask residents who did not participate in the Internet census and consult on issues of filling out census forms.

“The census takers will have an identification certificate valid upon presentation of a passport, special equipment – a blue scarf with the symbols of the census, a tablet for collecting data, a flashlight for working at night time, a blue vest with the symbols of the census, a blue briefcase with the Rosstat branding. All census workers have been checked by the police for the absence of a criminal record”, - Ildar Shakirov reported.

The census forms are filled in according to the information of the respondents, no documents are required for confirmation.

In total, 2,718 people will be involved in the census, of which 2,310 census takers at counting stations, 386 controllers, 12 instructors at the multifunctional centers and 10 authorized workers.

Forty-seven stationary points will operate for those who wish to visit the census sites.

Preliminary results of the census will be published in the end of 2022.

A center for children’s supplementary education is being built in the village of Yudino. It will be located on the first and second floors of a residential building under construction. Children with disabilities will also have sports, creativity and technical classes here – all the necessary conditions will be created for them in the center. The progress of construction work, which is planned to be completed next year, was inspected today by the Mayor of Kazan Ilsur Metshin.

The center for supplementary education will be located on the first and second floors of a residential building on Biryuzovaya Street. A 24-storey building with 220 apartments is being built under the Housing for citizens program.

In the center of supplementary education with an area of 2,558 sq.m, the natural sciences and information technologies will be major departments of education. Classes in robotics, automotive engineering, aero-technics, IT, modeling and design will be held for children. Children will also be engaged in creative activities – painting, choreography, music and sports.

“At the Railway Workers' cultural center, which was recently renovated, we have all creative activities, and the new center is focused on science and technology, - I.Metshin noted. – It is important that the children of the village of Yudino do not have to travel to the city to study. All conditions should be created for them at their place of residence”.

The design of the project has been developed for several months, said architect Zarina Gaivoronskaya. A sports hall will be located on the ground floor of the center, and a gym will be located on the second floor. The center will have about 20 multifunctional classrooms equipped with modern equipment.

The project of the future center was developed taking into account all the needs for inclusive education, R.Gaivoronskaya noted. “Children with disabilities will be engaged in any department of the center, - she added. - We tried to make the interior modern, so that it reflects the theme of scientific knowledge”.

To date, the design project is already developed, but small changes may still be made to it.

Today, the Mayor of Kazan Ilsur Metshin visited the Okeanit swimming studio – previously, the boiler station of the MUE Kazenergo was located in this building. Children under the age of eight have swimming trainings in the pool. The hydro-rehabilitation of children with disabilities is held in the studio.

“It is hard to imagine that the boiler station was located here before. It is a fine example of how to develop a social facility out of a boiler station. We got used to the opening of a cafe or a shop, while a swimming pool opens here in a densely populated district, this is an amazing solution!”, - said Ilsur Metshin.

The Okeanit swimming studio was established one year ago. Until 1990, in a building with an area of 300 sq.m on Chkalov Street, there was a boiler station of the MUE Kazenergo, then - the office of the Zarechensky energy district of JSC Kazenergo. In 2019, the building was offered for sale and in 2020, an agreement was signed with the Okeanit swimming studio.

“We chose this facility because it is ideal for the swimming pools and meets all requirements – it is a separate building with high ceilings, where there is no basement. After passing the examination, we started the renovation”, - said Gulshat Minigulova, director of the studio.

In the studio, parents can not worry about the health of their children – a secure ventilation system is installed here, and the quality of water is also under special control – it undergoes special filtration with sand, chlorine and an UV lamp.

The studio is divided into two zones – dry, which includes a waiting area, a changing room, a game room and coaching rooms, and wet - with two pools of 5 by 3 meters and 8 by 3 meters, changing rooms and an infrared zone.

Ilsur Metshin asked about the classes for children in the pool. “Regular swimming trainings begin at the age of 4, before this age children got acquainted with the water environment - sensory, general development and physical fitness,”- Gulshat Minigulova told the Mayor. In addition, children with disabilities have hydro-rehabilitation in the pool and are trained by special coaches.

The area was renovated under the Our Yard program. A sidewalk and pedestrian paths were laid there, play and sports grounds were installed. The territory between the playgrounds and walking areas was divided by green spaces. Cedar trees were planted in the yard, which previously grew in the construction zone of the Gorkovsky Highway relief road. “The residents appealed to us with a request to preserve the trees, we decided to transplant them here in the spring, all the trees have taken root and now delight the eyes of residents of nearby houses”, - said Sergey Mironov, head of the Kirovsky and Moskovsky districts. Also in the yard, at the request of residents, a public vegetable garden has been organized, where it will be possible to plant garden crops.

The Mayor of Kazan Ilsur Metshin got acquainted with the concept of new public spaces on the right bank of the Kazanka River - the Manzara and the Sports parks, developed by the Orchestra Design and Archdesant architectural bureaus. The new parks are included in the list of 12 parks, the improvement of which is planned as part of the development strategy of the coastal territories.

“The concept of the Manzara Park is based on the idea of revealing panoramic views of the Kremlin,”- said Ekaterina Goldberg from the Orchestra Design architectural bureau.

The concept assumes the improvement of the natural landscape, which consists of three distinct zones: Birch hill, Yagodny and Lower Zarechny shores. Also, the designers have laid an important connection with the area - in the direction of Kharovoe Lake.

Ekaterina Goldberg said that a view route dedicated to the history of the panorama of Kazan will be created in the Manzar park. A “graphic novel” created by Kazan artists and historians will be placed on the main view pier.

The flows of people walking through the park will be divided, since the route will include several activities - hiking, cycling, jogging, while the transit along the dam will also remain.

It is important that in the Manzar park, thanks to the ski and cross-country centers, residents of the city will have the opportunity to relax and play sports throughout the year. In summer, it is planned to organize rental bicycles and beach equipment points, in winter – sleds and tubing.

The territory of the Sports park, which will stretch from the Ak Bars Arena stadium to the Millennium Bridge, is already being actively used, including in winter, noted Pavel Medvedev, a representative of the Archdesant bureau. The concept of the park includes high diving and beach sports centers. In addition, it is planned to equip a mini-football area, a triathlon pier, multifunctional sports grounds and warm-up areas.

The feature of the Sports Park will be the SportBox - a universal space for citizens, from which they could start their routes for sports. It will be equipped with changing rooms, showers, a sports nutrition point and a lecture room.

Meanwhile, the park will be designed not only for athletes, but for all citizens who wants to work out and walk.

It is also important that all the design of the park will be close to natural, calm natural colors are used – only navigation and a run track will be bright colored. In general, existing natural areas will be preserved on the territory of the park and additional landscaping will be carried out.

The event was held in the Kazan City Hall on the day before the International Day of Older Persons.

Head of the city noted that more than 300,000 pensioners reside in Kazan. “It is a quarter of the city’s population, and the way Kazan looks today is your work and credit; we just keep it going”, – he addressed the attendees.

Ilsur Metshin told the meeting participants about social projects being carried out in the city, such as “Kind Kazan”.

Over than this, special attention is paid to the national projects. “It was 10 years ago, as part of the Five-Year Health Plan, that we set the task to extend the population’s life expectancy. At that time the average longevity of Kazan residents was 69 years, now it is 76. Today we take on the task to put the bar up to 80 years and above”, – the head of the city said.

He mentioned that Kazan pensioners lead an active lifestyle: they do sports, attend various clubs and even do social work even after they took well-deserved rest. “Not many cities can boast of a “golden fund”, namely silver-age volunteers who actively assist in staging large-scale international events. But the most important work is nurturing the younger generation, the youth you meet and communicate”, – Ilsur Metshin stressed out.

A museum of patriotic education to open in Kazan and a place for a monument to Mikhail Devyatayev to be selected

The topic of patriotic education was brought up by Genrikh Berdnikov, chairman of the Council of the Public Veterans (Pensioners) Organisation of the Vakhitovsky district. He pointed out that Kazan needed a museum to show the life of the city during the pre- and post-war years. “Last year Kazan acquired the status of the “City of Labour Valour”, but we do not have such a museum yet”, – noted Genrikh Berdnikov. According to him, the Victory Park would become a good site for the complex.

The Mayor of Kazan reiterated the importance of the topic raised by Genrikh Berdnikov. She raised the matter of the need for a website for a veterans organisation and came up with the idea of embracing as many pensioners as possible with computer literacy courses.

Ilsur Metshin endorsed the idea. “We will go deeper into this subject and commence to teach the veterans core group to work on a computer, and then you will continue this work by yourselves”, – the mayor replied.

The kindergarten was built in 1969 and has never been overhauled. During this time, the requirements for preschool facilities have changed. The work started in May last year. A professional designer developed the project.

Presently, there are 180 children and 10 groups in the preschool.

“We have five groups on the ground floor, all rooms are equipped with floor heating for children, - O.Fedotova added. – We also have everything provided for toddlers from the nursery group: comfortable bedrooms, beds and other furniture. All equipment meet the safety conditions: for example, the corners of the furniture are rounded”.

The head of the city inspected the kindergarten, visited the new gym and talked with the pupils. After the renovation, new educational classes opened– children can learn the basics of animation for an extra charge. As O.Fedotova informed the Mayor, the kids with the help of teachers, make heroes of modelling clay, shoot them on the phone and create cartoons. One of these animated pictures, created by pupils of a preschool, was presented to the head of the city. “The idea is wonderful. The main thing is that children develop”, - I.Metshin said.

Another feature of the kindergarten is the relaxation room, where children can relax after classes, and also get to know the flora and fauna better. The children learn to take care of the fish and sea turtles that live in the aquarium, and also study the Japanese art of bonsai, said teacher Lilia Ismagilova.

In total, 15 preschool facilities have been renovated in Kazan under the renovation program this year, the Mayor noted. “The improvement of preschools for 2,500 young Kazan residents was carried out, - the head of the city added. – We will continue this work. Over the entire history of the school, almost 4 thousand people graduated the school, 600 of them are famous composers, performers, singers, such as Rustem Yakhin, Rafael Belyalov, Almaz Monasupov, Sofia Gubaidulina, Irina Bochkova and many others. In 2017, the school became the winner of the Russian contest “50 best art schools”.

No renovation was carried out in the building at 22 Gorky Street, where the music school has been located for more than 30 years. Over the years, some of the wooden floors became of poor quality, the ceilings and walls began to crack.

Renovation work in the building began in August. In a short time, part of the preparatory work was completed. In particular, the dismantling was completed and the wooden floor was replaced. Now the floors are being repaired on the ground floor, electrical installation works are underway.

According to Minnegaray Nasibullin, director of the general contractor Remontstroyservice, the repair is carried out taking into account the historical features of the building.

During the work, old drawings are used in order to bring the appearance of the building and the interior of the premises as close as possible to the original one. According to the project, the stair railings and the front will be restored, and the renovated doors and floors will be as similar as possible to those that were installed during construction.

“Next year the school celebrates its 90th anniversary. We will do everything so that children come to the renovated school”, - Ilsur Metshin noted.

During the repair work, the educational process at the school is not suspended, children continue to study music at 12 cultural facilities of the city.

Today, 451 children are studying at the music school. There are five departments in 13 specialties for children. “We provide academic education, but we also develop innovative projects – we have a department of music making, as well as computer music”, - Yakov Turkenich said and thanked the head of the city for supporting the culture. “Thank you for the appreciation of our activities and for personal control of the renovation process,”- the director of the music school addressed the Mayor.

Guzel Sagitova, deputy head of the Executive Committee for social issues, ,told I. Metshin that three train carriages are divided into six zones, which are decorated with national symbols. The IT technologies in the urban economy was discussed today at the round table of mayors “Evolution of Smart Cities” within the Kazan Digital Week 2021 International forum. Representatives of 17 cities attended the event at the Kazan Expo Center. The mayors of Istanbul, Harbin, Kyoto, Eskisehir, Chisinau, Shenzhen, as well as representatives of other Russian and foreign cities spoke about the role of smart technologies in urban life. The moderator of the session was Dmitry Shchugorev, a well-known journalist and TV host. Ilsur Metshin, the Mayor of the capital of Tatarstan, shared the experience of Kazan.

As the Mayor of Kazan noted, the Smart City project has been implemented in Russia for several years. The project aims at creating safe and comfortable environment for citizens and the formation of an effective urban management system.

Speaking about the capital of Tatarstan, I.Metshin said that over 10 years, the Open Kazan system has been functioning for the convenience of citizens. It allows collecting and processing appeals on housing and utilities services. Ilsur Metshin noted that now much attention is paid not only to the control of individual appeals, but also to the data management.

A significant achievement for the city was the provision of 4G networks in the capital of Tatarstan. The Mayor of Kazan noted that the use of smart lines is the most preferable for the development of 5G networks and the digitalization of public spaces. “They allow to integrate the Safe City software complex, video surveillance cameras, information boards, various devices and alarm buttons with the ability to make emergency calls and much more”, - Ilsur Metshin said.

One of the main components of the Smart City is the development of the road network and urban public transport. In particular, an adaptive traffic management system of the fifth generation, which is part of an intelligent transport system, has been introduced in Kazan.

Much attention is paid to an integrated approach and the creation of a unified digital environment. In Kazan, more than one hundred social facilities are equipped with specialized equipment, to which local devices and systems at the facility are connected: video surveillance, fire alarm systems, and much more. “Thus, not only a digital twin of the institution is being formed, but it also becomes possible to see the picture for the industry or for the territory in general”, - the head of the city said. According to him, within a few years, it is planned to create digital twins in Kazan and connect all social facilities of the city to a single digital environment.

The introduction of the integrated municipal geo information system was also important for Kazan, it allowed us to transfer urban planning information and documentation to the digital space.

In addition, automated workplaces of employees have been created in the virtual space, allowing speeding up the municipal services. The plans in the next three years are to create a digital twin of Kazan, Ilsur Metshin said.

“Itil is the historical Turkic name of the Volga River. We have been choosing a name for the festival for a long time. A new container platform for dual waste collection was equipped here.

After visiting the yard, I. Metshin took a walk through the Zvezdny Square. The decision to update it was made during meetings with residents and discussion of plans for the improvement of the yard.

“We decided to improve the square so that not only for the residents of this yard, but also the residents of the entire residential complex, - said Denis Vorobyov. – It was no longer modern, there was not even a proper lighting. Now it looks completely different: a stage for activities, an amphitheater, benches are installed. Special paths separate the traffic flows of pedestrians and those who ride bicycles and scooters.”

Today, the Mayor of Kazan Ilsur Metshin held a meeting on the implementation of national projects in the capital of Tatarstan and set the task to create a list of objects that will be included in the national projects’ implementation plan for the next year.

National projects have been implemented in Kazan since 2019, this year work is being carried out on 10 of them under 21 regional projects affecting priority sectors of the economy and the social sphere. Over three years, 26.4 billion rubles have been allocated for the implementation of national projects in the capital of Tatarstan.

“The scale of national projects is impressive, by their implementation we manage to solve decades accumulated issues”, - Ilsur Metshin noted, opening the meeting.

Over three years, four educational facilities have been built in Kazan under the Modern School federal project. Another 3 schools were built during the same period under the Housing and Urban Environment national project, said the head of the Department of Education Irek Rizvanov.

More than 6 thousand new places have also been created thanks to the construction of preschools.

But even these volumes of construction, according to the head of the city, are not enough.

The Mayor said that according to the new General Plan, 40 sites are allocated for the construction of educational institutions in the city.

Much has been done in the city to improve the road network. I.Metshin reminded that the 2013 Universiade has given a push for its development, when almost 20% of roads were improved. “Today, due to the implementation of the Safe and Quality Roads national project, 83% of Kazan roads were brought up to standard. According to the goals of the national project, this indicator should reach 85% by 2024”, - Ilsur Metshin said.

Igor Kulyazhev, deputy head of the Executive Committee, also spoke about the implementation of the Comfortable Urban Environment federal project of the Housing and Urban Environment national project. In general, there are 145 parks and squares with a total area of 432 hectares in Kazan today – 60% more than in 2011.

The Ecology national project is being implemented in Kazan, due to which the construction of sewage treatment facilities on Sibirsky Tract was completed in 2020. According to the Improvement of the Volga regional project, the reconstruction of biological sewage treatment plants is continuing (stage 1).

Yerlan Iskakov has been appointed Consul General of Kazakhstan in Kazan in September. Prior to that, he worked as the Chief of Staff of the Kazakh Foreign Ministry, and previously – as the head of the representative office of the Ministry of Foreign Affairs of Kazakhstan in Almaty.

Ilsur Metshin noted the Consul General's advanced diplomatic experience. “We are very pleased to welcome such a respected diplomat to our city. By holding major international events, you set a very high level. For example, the CIS Games were held recently. I am very glad that we are cooperating, that we have twin cities”.
