New regular flights to Istanbul have been added to the winter schedule of the Kazan airport.

Nordwind Airlines operates flights on Mondays, Wednesdays and Saturdays. Departure from Kazan is scheduled at 10.30. The plane will depart from the Turkish city at 15.15. Flights are operated on a Boeing 737-800 aircraft, the Kazan airport’s press office reports.

Also on October 27, Turkish Airlines performed its first flight on the Kazan – Istanbul route during the daytime. Before that, all flights were exclusively at night.

In the daytime, flights from Kazan to Istanbul and back are operated on Tuesdays and Saturdays according to the following schedule: departure from Kazan at 16.30, departure from Istanbul at 11.50. Night flights from Kazan to Istanbul are operated on Thursdays and Mondays (at 02.15), from Istanbul to Kazan on Wednesdays and Sundays (at 21.35).

On November 1, another new flight to Istanbul opens. Flights will be operated on Mondays, Wednesdays, Fridays and Sundays. Flights of the Pobeda low-cost airline from Kazan will be served by Istanbul International airport.

For the new winter season in Kazan, 596 special snow removal vehicles were prepared at the improvement enterprises. The Mayor of Kazan Ilsur Metshin examined the readiness of equipment for operation in winter conditions during a visit to the MUE “Gorodskoe blagoustroystvo”.

Today, all improvement companies are ready for winter maintenance of roads, the head of the city noted. “Almost 600 special vehicles have been prepared by our contractors,”-he said. “Today we have grown to 21 million square meters of road surface to be cleaned. If you look at their length, it is more than 1,900 km-the distance from Kazan to Warsaw. That is to say, after a snowfall, we must quickly clean the territory equal to the distance from our city to Poland”.

The fleet of special equipment has been updated for the winter season. This year in Kazan, 41 KAMAZ trucks were repaired at the expense of the Republican budget for 65 million rubles, Deputy Head of the Executive Committee of Kazan – Chair of the land improvement committee Igor Kulyazhev told the Mayor.

Experienced staff will operate the snow cleaning vehicles, presently more than 1.7 thousand people employed at the improvement enterprises.

The vehicle fleet of municipal unitary enterprise “Gorodskoe blagoustroystvo” includes 138 units of equipment. The company is a general contractor for the maintenance of roads in the territory of the Aviastroitelny and Novo-Savinovsky districts. Kamil Zakirov, Director of MUE “Gorodskoe blagoustroystvo”, told the Mayor that this year the company purchased four units of equipment.

“Seven KAMAZ trucks were repaired this year, and 17 were repaired in previous two years", – K.Zakirov said.

I.Metshin talked to the drivers of snowplows trucks and wished them successful work in the upcoming winter.

For information, four contractors with contractual obligations until the end of 2020 carry out the road maintenance work.

Two-storey three-entrance house on Patrice Lumumba street, located in the heart of the Sovetsky district, was built in 1937 for airport employees.

Today, the house is unrecognizable – during the overhaul, the roof and facade were renovated, utilities were replaced, entrances were repaired, and the power supply system was updated.

Not only the house was transformed, its residents also received a new yard. According to the Our yard republican program, the roadway and sidewalks were repaired, lighting was replaced, and trash enclosures were installed for separate waste collection. At the beginning of November, a playground and a workout area will be installed in the yard, and graffiti will decorate the territory.

“Sites like these are the long – awaited for us, - Ilsur Metshin noted. – It would take 150 years for residents to collect the money that we have spent on the overhaul of the house. Thanks to the government of the republic, which decided to renovate the housing stock, and, of course, to Tatarstan President Rustam Minnikhanov for the yards renovation program”.

One of the reasons why more funds are needed to renovate low-rise buildings is the small number of owners living in such houses.

The decree on additional measures to reduce the risks of COVID-19 spread during the seasonal increase of SARS will come into force on October 28.

In addition, the heads of regions, based on the sanitary and epidemiological situation, are recommended to prohibit the entertainment events and the provision of public catering services from 23.00 to 6.00. Rospotrebnadzor also urges for increased disinfection on public transport, taxis, public places, particularly at shops, catering facilities, theaters, cultural and educational facilities.

According to the new decree, the regions need to ensure the level of laboratory research coverage of at least 150 tests per 100 thousand population (daily average for 7 days).

“Today, the special cleaning equipment fleet is no longer exotic. Over the past summer season, we have received another 30 vehicles, in total, more than 200 units of equipment are engaged in cleaning territories that replace thousands of missing workers”, - the Mayor of Kazan said.

The growing number of personal transport that citizens park in the yards complicates the situation, added I.Metshin. Chaotic parked cars often block not only the cleaning vehicles, but also the work yard keepers.

“In these circumstances, clear agreements between property management companies and residents are important. This depends on the senior tenants, and on the degree of responsibility of residents”, - said I.Metshin.

Residents will be promptly informed about the upcoming mechanized cleaning by announcements on information boards or messages in Internet messengers, D.Anisimov noted.

Much attention in the upcoming season will traditionally be paid to cleaning roofs from snow and ice and monitoring the thickness of snow coverage on flat roofs, as well as the state of storm drain.

“For cleaning of roofs from ice and snow, the property management companies should have skilled staff to work at height. If necessary, industrial climbers will be additionally involved”, - said the Chairman of the Housing and Utilities Committee.

The house on 13/6 25 October street was built in 1938, house on 4 Khalturin street – in 1955. This year, under the "Our yard" program, the road was repaired and the asphalt pavement was replaced, and lighting was installed on the territory adjacent to the houses. 

The yard is also landscaped. According to Sergey Mironov, head of administration of the Kirovsky and Moskovsky districts, the overgrown territory, has been cleaned up, new paths were laid, and after that specialists of the property management company together with the local residents started gardening.

Together with the residents of the houses, Ilsur Metshin, the Mayor of Kazan, Igor Kulyazhev, acting head of the Executive Committee of Kazan – Chairman of the land improvement Committee, Sergey Mironov and other representatives of the district administration, planted apple and rowan trees.

“For us, the ideal case is when residents share ideas on what they want to see in their yard. All we do under the Our yard presidential program, we do for people. The first priority that we set for ourselves is that the work should be carried out in a dialogue with the citizens. This standard should be used when performing landscaping in all yards. Therefore, it is great that such active residents live here”, - Ilsur Metshin emphasized.

For information, this year, the Our Yard program provides for the improvement of the yard territories of 460 houses. Currently, the program is 98% completed.

Today, at the second session of the Kazan City Duma, the chief architect of Kazan Ilsiyar Tukhvatullina presented the concept of sustainable development of the historical settlement to the deputies.

“Our city and the republic have a comprehensive approach to preserving cultural heritage, – said Ilsur Metshin, the Mayor of Kazan, who led the session. – A lot of work was done in the implementation of the federal targeted program “Preservation and development of the historical center of Kazan” approved in 2001, as a result of which we were able to preserve many venues and develop a basis for further work in this field”.

Ilsiyar Tukhvatullina, the chief architect of Kazan, introduced deputies with the main provisions of the developed concept.

The concept consists of three sections, I.Tukhvatullina reminded. Thus, the section containing requirements for the spatial characteristics of new buildings and rules for regulating development provides for dividing the territory of a historical settlement into three zones: the regeneration zone, the adaptation zone, and the interpretation zone.

In September, the concept was presented to Tatarstan President.

It is expected that as a result, Executive authorities, as well as developers and designers will receive a regulatory framework that will create clear and open rules for working within the boundaries of the historical settlement, added I.Tukhvatullina.

The deputies approved the presented concept. In the near future, a project group will be established, the main task of which will be implementation of the concept both in legal documents and in practice.

The plenary session was partly held via videoconference. Participants discussed achieving of the sustainable development goals in modern cities.

It is a great honor for Kazan to host such a high-level event, Ilsur Metshin said, opening the forum's plenary session. “We remain committed to the principles of openness, equality and mutually beneficial partnership, as well as to the common goal to create a world based on a sustainability”, - said the Mayor of Kazan.

Sergey Lavrov, Russian Minister of Foreign Affairs, recorded a video message to the participants of the meeting. “The hospitality and cultural diversity of the capital of Tatarstan will contribute to the success of the forum”, - Minister of Foreign Affairs of Russia assured.

In his opinion, achievements of Kazan are largely related to active inter-municipal and inter-regional cooperation with global partners, including international organizations, networks and twin cities, as well as the organization of international events in Russia and abroad. Kazan has 56 twin cities and partners in various countries.

Besides, the headquarters of the Eurasian branch of the world organization “United Cities and Local Governments” (UCLG) is located in the capital of Tatarstan. It includes more than 300 cities from 12 countries. Together, they work to strengthen the role of local and regional authorities in global decision-making.

Many problems were solved by the projects as Healthy Kazan, Green record, Good Kazan, Ecological development, Intercultural cooperation and others. The social and economic development of the Tatarstan capital was promoted by hosting such events as Universiade, the FINA world championship, the Confederations Cup, the FIFA World Cup, and the WorldSkills championship.

Strategic investments in sports, medicine, and public spaces have improved the quality of life in Kazan, Ilsur Metshin said.

The Mayor of the capital of Tatarstan believes that participation in international awards, competitions and researches is a proven and effective way to establish a dialogue with other cities, exchange experience and results of activities. “Kazan is a metropolis with a multicultural and multi-confessional composition. The city is home to about 1.2 million people – representatives of 115 nationalities, living in harmony with cultural, religious and linguistic diversity. Kazan has a unique cultural code. Therefore, it is important for us to maintain an intercultural dialogue and create conditions for the integration of representatives of numerous cultures and nationalities”, - the Mayor of Kazan said.

The coronavirus pandemic has made adjustments to the implementation of the sustainable development goals. “The restrictions caused by the spread of the virus have affected the urban economy, forced us to review development programs, timely adapt municipal management and interaction with the population to the new reality. In this situation, ensuring safety and taking care of the health of citizens have become our main tasks”, –said I.Metshin.

Michel Pena, one of the best landscape architects in France, will develop a project for landscape development of the territory along Sibgat Khakim street from the Millennium Bridge to the Kremlevskaya (Leninskaya) dam. A new park and embankment will be built on this site.

For information, Michel Pena is the President of the PaySages environmental Association (Nice/Paris), President of the French Federation of landscape architects (2008-2011), member of the UNESCO Academic Council for Causses/Cevennes landscape (2016 -2018), consultant to the Mayor’s Association of France, author of a number of books and publications on landscape design, professor in France and abroad.

The technical task for the development of the landscape project of the right bank of the Kazanka River was prepared with the participation of specialists of the Department of architecture and urban planning of the Executive Committee of Kazan. Michel Pena will create an advanced concept for the improvement of this important territory for Kazan and the new symbol of the capital of Tatarstan- the Kazan family center, which will be linked to the development strategy of the Kazanka River. It is expected that project will be developed by the end of 2020.

Michel Pena's projects are not only beautiful and sustainable -they contribute to the cultural content of the environment, strengthening the emotional connections of citizens with the urban landscape. Therefore, in Paris, Michel Pena created the Atlantic garden park on the roof of the Montparnasse station, which became the first in France landscape “green” roof with eco-engineering. Also in Paris, he became the author of projects for the Bagnolet Park, the reconstruction of the Auteil hippodrome, the promenade d'Auteuil, the improvement of tram tracks and the surrounding area in the Maraixot district, and the Jean Moulin Park in Montreuil.

In Nice, the Paillon Promenade Park was created on the Pena’s project, the peculiarity of which is that it is located above the bed of the mountain river. Thanks to complex engineering solutions, Michel Pena managed to place a full-scale botanical garden on a relatively small depth.

In Russia, Michel Pena was working on the concept of the VDNKh landscape park in Moscow. This public space, opened in 2018, is divided into five natural zones where unusual landscape attractions are created. For example, an aquatic garden for walking on pontoons, where exotic aquatic plants bloom. Another example is a green maze in the shape of a chessboard, its walls are formed by a hedge of various trees and shrubs. The Mayor noted that the new document, along with the already approved Local standards of urban planning design, would become the basis for the implementation of the General Plan of the city.

“The rules of land use and development are part of the urban planning framework of our city, the development of the city along with the General Plan, with local normative urban planning, - Ilsur Metshin said. - Local regulations and land use rules are tactical documents for the Master plan implementation, and the main requirement for these documents is accuracy and unambiguity, they should become working documents for city authorities, as well as owners and investors”.

Timur Kadyrov, deputy chief architect of the city, told about the preparation of the project of new land use and development rules at the Business Monday at the Executive Committee of Kazan.

Work on the project was carried out alongside with the work on the General Plan, which was adopted this February. The most intensive stage of completion began after the approval of the General Plan, as the rules are a tool for its implementation, Timur Kadyrov emphasized.

The current land use and development rules were based on a map created in 1998. To date, more than 500 changes have been made to the current version of the document.

The final list includes 27 territorial zones. The new version of the rules inherits the main zones that are traditional for urban planning documents, grouped by categories: residential, public and business, industrial, and recreational.

Along with the map of zones, the urban planning regulations are also approved as part of the rules for zones, it consists of the types of permitted use of the land plots. Urban planning regulations manage such parameters as minimum and maximum size of land, land development ratio, height and number of storeys, spacing from the boundaries of the land. According to Timur Kadyrov, one of the most important innovations of the new version of the land use rules, in comparison with the current one, is the establishment of parameters for all types of permitted use of land plots, and not only residential buildings.

Also, one of the innovations of the document was the introduction of territorial zones that take into account and stimulate all the potential diversity of the urban environment. Among them: public-business, public-residential and public-industrial.

One of the innovations is the appearance of an actual use zone, which requires the mandatory development of a territory planning project. “Actual use means that the types of permitted use are those that have already been implemented, and in the same parameters, in accordance with the United State Register of Taxpayers data”, - T.Kadyrov said. After the development of the project, the territory is subject to re-zoning.

A new mechanism for urban regulation in the project of the land use rules was the use of the concept of “territorial subzones”. During the work, three main groups of subzones were identified, each of which is aimed at achieving its own goals and implements its own unique functionality, Timur Kadyrov noted.

Now it is necessary to coordinate the project with the Tatarstan Committee for the protection of cultural heritage sites, as well as conduct a specialized commission and public debate, with following corrections if necessary. Further, the document will be adopted at the session of the Kazan City Duma, after which the territorial zones will pass a cadastral registration.

Kazan Mayor Ilsur Metshin requested for public hearings, taking into account the sanitary and epidemiological situation. “We need to discuss the rules of land use and development in the new realities, so we need to do this with the help of modern means of communication with safety for participants”, - said I.Metshin.

The Mirrors of Tatarstan project became the winner of the national vote of the Russian competition for the creation of tourist and recreational clusters and ecotourism development. The Vysokogorsky tourist cluster project, which involves the creation of an eco-cluster near the Blue lakes, received 18,476 likes.

The cluster includes three specially protected natural areas: the Blue lakes nature reserve with three crystal-clear reservoirs, the Semiozersky forest and the Kazanka River. The project concept provides for wildlife 30 minutes far from the metropolis.

The top 10 according to the results of the popular vote entered the Dingez-Sea of Tatarstan project (Kamskoe Ustye) which received 8,810 likes. This project is planned to be implemented in the Kamskoe Ustye. The eco – resort combines two specially protected natural areas: Yuryevskaya cave – the only speleotourism site on the middle Volga and mount Lobach-an observation platform at an altitude of 136 m. The concept of the project sounds like “the sea is closer than you think”.

The Russian competition for creating tourism and recreation clusters was organized by the Russian Agency for Strategic Initiatives as part of the Ecology national project and the strategy for tourism development in Russia until 2035. In total, 115 applications were received from 68 regions of Russia. Tatarstan presented five projects: Nizhnyaya Kama, Rybnaya Sloboda, Volzhsko-Kamsky, Vysokogorsky and Kamskoye Ustye.

In July, according to the results of voting, two projects of Tatarstan (Vysokogorsky and Kamskoye Ustye tourist clusters) were included into the top 36 best projects in Russia. They took first place among the regions, gaining 74 thousand votes. On September 30, the second popular vote to select the finalists of the contest started, which ended on October 10 at 23.59. This was stated by Deputy Head of the Executive Committee Iskander Giniyatullin at the opening of the exhibition “Kazan – a no waste city” in the CUBE container center of the Gorkinsko-Ometievsky forest. 

Special attention was paid to waste management issues in Kazan for several years, the capital of Tatarstan became one of the first cities in Russia to implement a large-scale project on separate waste collection (SWC), noted I.Giniyatullin.

"The basic principles of waste management, which are prescribed in the Clean country federal program, were implemented in our city in 2008, the entire waste management infrastructure was created from scratch – from containers to waste sorting and modern landfills”, - said I.Giniyatullin.

Conditions for separate solid waste collection are created not only in the yards of Kazan, but also at the social facilities. “As usual, we started this work with ourselves. All facilities of the Executive Committee, as well as kindergartens and schools are equipped with containers for separate waste collection, collection of used batteries and light bulbs,”- said the Deputy Head of the Executive Committee.

However, the work on the separate waste collection is not limited to improving the infrastructure, said I.Giniyatullin. “We do not have a goal to make recycling collection points out of schools. And we understand that it is impossible to achieve results only by creating infrastructure, so we need to pay great attention to educational work”, - he said.

Part of the work to educate the population will be an exhibition opened at the CUBE container center, all the exhibits of which are made of recyclable materials, says I. Giniyatullin. Here, citizens will have an opportunity to see the stages of recycling, which show the entire cycle of handling sorted waste. At the exhibition, you it is possible to touch the pellets that are obtained from plastic during processing, and goods made from them – backpacks, apparel, new packaging and more.

After viewing the exhibition, visitors can play an eco – game on touch screens to embed their knowledge and find out what kind of garbage is appropriate for recycling today.

The exhibition was created as part of the Zero Waste Park project, which was developed by Coca-Cola together with the Directorate of parks and squares within the framework of cooperation with Tatarstan.

The work of the current year on the Our yard republican program is being completed in Kazan. Denis Kalinkin, first Deputy Head of the Kazan municipality, inspected the progress of improvement of one of the courtyards – between houses 171A and 171b on Avangardnaya street. 

The residential buildings 171A and 171b on Avangardnaya street were built in the late 1970s and early 1980s. Currently, near 900 people live there. Improvement of the yard under the Our yard republican program started here three weeks ago. Now, the renovation is completed by 80%, it is planned to be completed within a week, said the Director General of the subcontractor company – AO Kazenergo Rustam Abdulkhakov.

The sidewalks have already been repaired here, and preparations are underway for asphalt laying on the driveway. A children playground was installed, and specialists are starting to install benches and dustbins. Soon there will be a workout zone. Outdoor lighting networks are being installed.

“During the improvement, it was planned to narrow one of the driveways. However, residents asked to leave the original width of 5 meters. We agreed and, in addition, expanded the passage on the other side to 5 meters. It allowed creating 93 new parking spaces here,”- R. Abdulkhakov said.

“It is good that you were able to hear the residents and find a solution that satisfied everyone,”- Denis Kalinkin said.

As reported Eduard Vafin, Deputy Chairman of the Committee for land improvement, to date, 207 out of 226 yards sites have been repaired under the Our yard program.

“It is good that the weather allows us to carry out asphalt works. It is important that we have time to finish everything before the frost. Nineteen territories – not so much, – said Denis Kalinkin. – And we see quite different courtyards. Residents are happy, and the quality of life is changing."

As at the end of September, 32,701 people were registered as unemployed in the employment centers of Kazan. The rising unemployment is a direct consequence of the impact of the pandemic on the economy, first Deputy Head of the Kazan municipality Denis Kalinkin said on the Business Monday. He emphasized that federal and local support measures contribute to the stabilization of the situation in the labor market.

The registered unemployment rate at the beginning of October was 5.1%

The number of appeals to the employment service has increased compared to the beginning of the year, said Gulnara Filippova, acting Director of the Kazan employment center. According to her, at the end of the first quarter, more than 4 thousand people applied in search of employment, and in the following months, due to the pandemic, the number of applications increased and reached 45 thousand as at the end of September. The peak of applications was in April, when about 15 thousand people applied to employment centers.

About 10 thousand people were employed among those who applied for work, including 7 thousand unemployed. The share of employment was 22%, G.Filippova reported.

In general, the employment situation is gradually stabilizing today, although the situation remains tense, Denis Kalinkin noted. “For many years, the unemployment rate in Kazan was minimal, even during economic crises. The pandemic, unfortunately, “shattered” this stable situation, when there were 5-7 vacancies for every unemployed person. Now more than 32 thousand people are registered as unemployed in Kazan, - he said. - But thanks to the caring attitude, the availability of a number of Federal programs, retraining of the unemployed, attracting new employers, the specialists of the employment сenter were able to employ almost 10 thousand people during this difficult time – this is a big job”.

More than 60 currently open positions are on working specialties

The employment service conducts daily monitoring of the most demanded vacancies at enterprises. According to the results of monitoring, there are currently 16 thousand currently open positions vacancies in industry, construction, transport, health, education and science.

“In the structure of vacancies, more than 60% positions are on working specialties, while management specialties are only 40% of the total number of vacancies,”- the speaker noted.

19% of the unemployed receive the maximum benefit

The number of people receiving unemployment benefits as of October 1 was 30 thousand, of which 19% lost their jobs after March 1 and received the maximum benefit, and 62.2% of people received the minimum benefit.

To support enterprises, small and medium-sized businesses, the government is taking unprecedented measures, D. Kalinkin noted. “A huge help was the government assistance to pay salaries for the affected industries in April and May in the amount of 12130 rubles for each employee. All companies that retained at least 90% of their staff were able to receive this financial support”, - he said.

Kazan adopted and implemented its own package of support for small and medium-sized businesses, which also helped enterprises and organizations in the most difficult period, D.Kalinkin said. The training at the “School of heritage volunteers” has started in Kazan – this is one of the largest educational volunteer projects, implemented under the national project “Culture”.

This year, 40 students of the school in Kazan will be able to acquire the knowledge and skills necessary to participate in volunteer projects for the preservation of cultural heritage, as part of general and in-depth training programs. The training will be free of charge.

The project is curated in Kazan by the Tatarstan regional branch of the Russian society of historical and cultural monuments. The program includes 7 hours of theory and 18 hours of practice. Students will get acquainted with restoration venues in Kazan, including those updated by the Tom Sawyer fest volunteer movement. The school has scheduled lectures on history and architecture, as well as master classes on working with three types of materials: wood, stone and metal.

The training is delivered by experienced restorers, architects, experts in the field of historical heritage preservation and public figures. In particular, the lecturers are Deputy Chairman of the Monument Protection organization Farida Zabirova, Deputy head of the Tatarstan Committee for the protection of cultural heritage venues Svetlana Persova. Practical classes are conducted by Rustem Kamalov, PhD in Chemistry, and Yan Tinchurin, master of blacksmithing. The five-storied apartment building on 28 Mavlyutov street was built in 1970. Today, 273 people live in 119 apartments. The overhaul started here in July this year. Almost all types of repairs were included in the list of works, Dmitry Anisimov, Chair of the housing and utilities committee, told Denis Kalinkin. Only the facade was left unchanged – it was renovated for the Universiade. “To date, all seasonal types of work have been completed: the roof has been made, heating and all control units have been installed, and the basement has been repaired. At the moment, work is underway on electrics and repairs of entrances”, – D.Anisimov reported.

Ilsur Metshin, the Mayor of Kazan and President of the UN Advisory Committee on local authorities (UNACLA), spoke at the Forum of Mayors of the United Nations Economic Commission for Europe 2020 (UNECE) last night. The event was held in Geneva. Mayors from cities of Europe, North America, Central Asia and the Caucasus attended it.

This year, UNECE Forum of Mayors is dedicated to strengthening the resilience of cities during the COVID-19 pandemic.

The forum participants exchanged views on a number of issues that are important for most cities in the world.

Ilsur Metshin in his report spoke on the experience of the capital of Tatarstan in the organization of public transport. “Improving the sustainability of municipal transport is one of the priorities in creating a modern and comfortable city. The quality of services provided in public transport can shift public preferences in favor of this type of transport. This, in turn, will reduce the traffic load, reduce transport delays and emissions”, - the Mayor of Kazan stressed.

Ilsur Metshin said that gaseous motor fuel buses are actively used in the Tatarstan capital, the vehicle fleet is being updated by purchasing buses meeting high environmental standards, as well as trams and trolleybuses of a new generation.

The UNACLA President reminded that Kazan has been actively cooperating with the UN development program since 2013. A comprehensive traffic management scheme, a single municipal parking space, a new route network scheme for municipal passenger transport were jointly developed.

In addition, the capital of Tatarstan became a participant of the UNECE relay on integration of Transport, Health and Environment Pan-European Program into urban and spatial planning.

The Mayor of Dublin, Hazel Chu, told colleagues from other cities about changes the city's transport system had to face due to the COVID-19 pandemic.

According to the Mayor of Freiburg (Germany) Martin Horn, a greater challenge for the entire planet than the COVID-19 pandemic remains climate change caused by humans.

The Mayor of Bern (Switzerland) Alec von Graffenried shared his experience in resuming active cultural, sports and scientific life in the city after the quarantine.

The head of Reykjavik (Iceland), Dagur B.Eggertsson, emphasized in his report that it is crucial to maintain sustainability in three areas: the economy, the environment and society.

Ilsur Metshin, Kazan Mayor and UNACLA President, noted the need to develop and support international cooperation. “In the current situation, we must support international cooperation, look for new formats of work and exchange best practices for implementing the sustainable development goals at the local level. The new reality forces us to adjust previously developed programs for sustainable development. We have common goals – we want to see our city landscaped, comfortable, safe, cozy and kind. A city with equal opportunities for all, where you want to live, study, work and create”, - Ilsur Metshin summed up.

In public transport of Kazan, raids on compliance with the mask regime continue. Denis Kalinkin, first Deputy Head of the Kazan municipality, urged citizens to comply with sanitary and epidemiological requirements. “April and May showed that restrictions result in a hard drawdown of the economy. We witnessed it all. In order not to resort to these extreme measures, there is only one way – strict compliance with the rules of individual protection”, - he said today at the Business Monday.

The situation with the coronavirus infection in Tatarstan remains stable, but tense. According to the results of the previous week, there is a small increase in new cases of COVID-19 – by one or two cases, said Marina Trofimova, Deputy Head of Tatarstan Department of the Russian Agency for Health and Consumer Rights.

“We are particularly concerned about the situation in public transport, – M.Trofimova said. – A week ago, together with the Ministry of Internal Affairs, we conducted raid inspections of 37 bus routes. The results can be called very deplorable: on 14 routes, conductors and passengers did not use masks”.

Both passengers and the crew of buses, trolleybuses and metro employees should wear masks, the Deputy Head of the Department of the Russian Agency for Health and Consumer Rights emphasized. Bus drivers are allowed not to wear masks if they are working in a closed cab.

In addition, conductors must require passengers to wear masks. However, they often do not use personal protective masks, the speaker noted.

The mask and gloves in the current conditions have become an important attribute of the uniform for conductors and drivers, said Denis Kalinkin. “Before asking citizens, you need to follow the rules yourself”, – he emphasized.

The control and audit department of the Transport Committee also conducts inspections in the capital city of Tatarstan. In September, control over compliance with the mask regime was strengthened, 5116 vehicles were checked and almost 3 thousand passengers without masks were identified, said Ildar Shakirov, Deputy Head of the Kazan Executive Committee.

“According to the raids, 158 conductors without masks were identified in municipal transport enterprises, as a result, 109 of them were reprimanded, 49 conductors were deprived of bonuses in September, - the Deputy head of the Executive Committee said. -If violations continue, more severe penalties will be taken, including dismissal”.

In addition, according to the results of the raids of Russian Agency for Health and Consumer Rights and the Ministry of Internal Affairs last week, the acting head of the Executive Committee decided to reprimand the heads of transport enterprises № 2 and № 4.
